On behalf of Chief Frank L. Brown and the Division Commanders it is my distinct pleasure to inform each of you that you have been selected as Officer of the Month for December 2001.  You have been selected because of your outstanding service to the City of East Point over the past several weeks.  Based on your actions in the burglary cases and homicide which occurred in the Club Candlewood Apartment Complex on October 28, 2001 and October 29, 2001.

The Major Crime Unit responded to a homicide scene in the Club Candlewood Apartment Complex on October 29, 2001.  The homicide victim who was in the late stages of her pregnancy had been burglarized on the pervious day.  The victim's five-year old daughter had also been assaulted.

These investigators immediately began a preliminary investigation into the incident and preserved the crime scene in pristine condition for a extensive Crime Scene Investigation.  Over the next two days the Crime Scene Investigation was coordinated with the GBI Crime Scene Unit, which resulted in the collection of scientific and physical evidence.

Diligent teamwork along with the collective individual efforts of these investigators encompassed the preservation of the crime scene, preliminary investigation, execution of search warrants. collection of evidence, interviews with witnesses and suspects, which ultimately lead to the identity of the suspects responsible for the crimes.  Multiple arrests were made between November 13-21, 2001 in connection with the burglaries and homicide, thus bringing these cases to a successful closure.

On behalf of Chief Frank L. Brown and the Division Commanders it is my distinct pleasure to inform you that you have been selected as Officer of the Month for November.  You have been selected because of your outstanding service to the City of East Point based on you actions of October 05, 2001 in the apprehension of a burglary suspect that made a forcible entry into the residence at 2193 Montrose Drive, East Point, Georgia.

Sergeant J. A. Hudson quickly responded to the area, locating the victim of the burglary on Farley Street, who was following the burglary suspect and giving the East Point Communication's updated information on his location via a cellular telephone.  The burglary suspect was last seen heading towards Plantation Drive when he vanished into the wood line.  Subsequently, the burglary suspect was located in front of 2848 Plantation Drive, detained by Sergeant J.A. Hudson and positively identified by the victim as the offender.  Sergeant J.A. Hudson recovered 13 pieces of jewelry in the offender's right front pocket, which was also identified by the victim as taken from her residence.

Through further investigation it was learned that the offender had entered the residence of 2848 Plantation Drive through an unlocked front door, without permission.  Once inside the residence, the burglary suspect placed items of clothing on top of a cabinet, then exited the residence without taking anything from the residence.

As a result of Sergeant J.A. Hudson quick response to the scene, dedication and keen observations skills these two incidents were brought to a successful closure, with the arrest of the offender and recovery of the stolen property.  The offender was charged with Burglary and Criminal Trespass.

On behalf of Chief Frank L. Brown and the Division Commanders it is my distinct pleasure to inform each of you that you have been selected as Officer of the Month for October.  You have been selected because of your outstanding service to the City of East Point based on your actions of September 07, 2001 in the apprehension of a suspect entering vehicles with the intent of committing a theft in the Jefferson Park Community of East Point, Georgia.

Officers M.W. Austin and M.P. Knetchel discovered several vehicles unoccupied with the interior dome lights on in the area of 2515 Constance Street, East Point, Georgia.  These officers immediately initiated an investigation into this suspicious event by attempting to locate the owners to the vehicles, promptly knocking on doors to nearby residences.

Subsequently, a call was dispatched on a suspicious person in the vicinity of the above-mentioned vehicles.  Officer J. E. Whaley quickly responded to the area, locating a suspicious person carrying a large black bag.  Officer J. E. Whaley ordered the suspicious person to stop.  This person dropped the black bag and took flight.  Eventually he was apprehended and detained by responding officers.  A check of the abandoned black bag revealed stolen items taken from the previous mentioned vehicles.  Through further investigation the suspect was eventually charged with five counts of Entering Auto.

As a result of pro-active patrol, dedication and the teamwork displayed by these officers the suspect was arrested and stolen property was recovered, bringing this incident to a successful closure.

On behalf of Chief Frank L. Brown and the Division Commanders it is my distinct pleasure to inform you that you have been selected as officer of the month for September.  You have been selected because of your outstanding service to the City of East Point based on your actions of August 11, 2001 in the apprehension of a juvenile who was armed with a knife at 2146 Castlewood Terrace, East Point, Georgia.

Officers responded to the residence on a complaint of a juvenile who had become upset for an unknown reason and armed himself with a broom.  It was further learned that the juvenile was taking medication for Attention Deficient Disorder.  Sergeant J.A. Hudson arrived on the scene to find the juvenile in the yard armed with a broom.  The juvenile failed to comply with Sergeant J.A. Hudson's request to put the broom down.  Instead the juvenile ran to the back yard where he picked up a large kitchen knife as Sergeant J.A. Hudson gave chase.  The juvenile then turned toward Sergeant J.A. Hudson making threatening statements to kill him, while swinging the knife in the direction of Sergeant J. A. Hudson in an offensive manner.  The decision was made to utilize O.C. Pepper Spray on the juvenile.  O.C. Pepper Spray was discharged and Sergeant J.A. Hudson advanced and disarmed the juvenile.  The juvenile was taken into police custody without sustaining injuries to either of the parties involved in the incident.

As a result of your immediate response to the scene, assessment of all the facts and circumstances, professionalism and bravery exhibited this potentially life threatening incident was brought to a successful closure by the arrest of the juvenile suspect.  The arrest was effected without inflicting injuries to the juvenile suspect or sustaining injuries to yourself or fellow officers on the scene.

On behalf of Chief Frank L. Brown and the Division Commanders it is my distinct pleasure to inform you that you have been selected as officer of the month for August.  You have been selected because of your outstanding service to the City of East Point based on your actions of July 12, 2001 in the apprehension of three armed robbery suspects who robbed the Ms. Winner's Restaurant located at 2430 McAlpine Terrace, East Point, Georgia.

The suspects fled the scene in a vehicle and after obtaining a description of the suspects and vehicle, you began a search of the main corridors leading from the incident location.  Eventually you detected a vehicle with  occupants that matched the description.  The suspects immediately began to act suspicious after spotting your police vehicle.  The driver began to drive erratically including running stop signs and driving the wrong way on a one way street, which developed into a vehicular pursuit.  During this time, you kept other police units in the area updated by radio.  Subsequently, the vehicular pursuit ended with the suspects being involved in an accident, then fleeing on foot.  You along with other responding officers were able to apprehend all three suspects and recover the currency stolen in the robbery.

Following the arrest and through further investigation, detectives were able to solve another armed robbery of a Ms. Winner's Restaurant in East Point.  The investigation into the activities of these suspects is not complete at this time, however, fifty-nine charges have already been filed against them by this agency.

As result of your immediate response to the scene, perceptive observation skills and progressive search of the area, this major case was brought to a successful closure by the arrest of the suspects.

The robbery suspect fled to a nearby laundromat in an attempt to escape capture.  Due to your quick response to the scene, keen observation skills and through search of the area, this major case was brought to a successful closure by the arrest of the suspect.

You have been selected because of your outstanding service to the City of East Point over the last several weeks. Based on your actions in the homicide case of a State Probation Officer who was shot to death in her vehicle on Dogwood Drive which occurred on March 01,2001, the shooting of a resident on Semmes Street which occurred on March 08,2001, the homicide of a black male who was shot to death in his vehicle on Bryant Drive on March 08, 2001, the shooting into an occupied residence on Linwood Avenue on March 12, 2001, and the shooting of a second State Probation Officer in her vehicle on Washington Road on March 24, 2001. Evidence collected in these cases revealed a common link which would eventually connect all five cases to a singular suspect. 

As a result of your collective efforts in the different stages of the cases to include the response to the initial crime scenes, collection of scientific and physical evidence, preliminary investigations, interviewing suspects and witnesses, execution of search warrants, coupled with the combined work ethic and drive of all involved culminated in the apprehension of the murder suspect. 

Based on the teamwork, diligence, individual persistence and professionalism displayed between each investigator, various divisions and sections within the divisions, this major case was brought to a successful closure. It is with sincere appreciation and pride that we recognize each of you for your exemplary efforts. A copy of this letter will be permanently entered into your personnel file.
